A legit web hosting service cannot promise that they will guarantee a 100% up time. If you do run across a web service that does promise this, they are being deceitful; I would suggest that you take your business elsewhere. However, most companies will claim to have a 99.5% up time, which is more realistic. Also, you have to pay close attention to some hosting services, because some will actually lock you into a contract without you knowing it.
